e.g. deal higher damage to medium monsters but deal lower damage to small and large sized monsters
This page is really outdated. The patch notes date back from September 2014. It's really vague too, I don't know what to make of it. Thanks for the source though.

I did a quick check in the client files and it seems like Bow Damage is indeed based on monster size (the bigger the less damage). For some reason there seems to be no visual effect for this in the files so you won't see the +/- x% text.

L: -50%
XL: -50%

Very interesting. It seems like a worse penalty for Bows though. And does that mean bows no longer do Stab damage? Meaning they'd be the first "neutral" physical weapons. Hmm in the translation of the items tooltips it's still called Piercing but I guess it might be a new Damage Type now.
